Best pratice to increase your website PR is to get dofollow backlinks from sites which have higher PR than your webpage.

You have recommended to comment on hbb, a simple way could be to post comments on that blog and be in the top commentators, that will automatically give you many backlinks, (pr 1-4) which definitely boost your pr.

Great list. I know how difficult it is to find high PR blogs with dofollow comments and I think bloggers should reach an understanding and make all blog comments dofollow to help new blogs get their due recognition.
